| Summary, etc. | L’introduction de ce dossier examine une question qui parcourt l’ensemble des articles : les assemblées citoyennes tirées au sort peuvent-elles démocratiquement et légitimement légiférer au nom du peuple ? La question des conditions démocratiques d’une représentation non électorale est aujourd’hui saillante dans la théorie politique et conduit à envisager la légitimité de nouvelles formes de représentation politique dans un système délibératif élargi qu’exigent nos sociétés de masse complexes. Le recours aux processus délibératifs questionne spécifiquement la possibilité pour une assemblée tirée au sort de prendre des décisions au nom de l’ensemble de la population, comme le feraient des représentant·es élu·es. Cette introduction situe la réflexion sur ce que sont des « représentant·es citoyen·nes » dans les débats contemporains de la théorie politique. Sans prétendre apporter de réponse définitive, l’introduction explore certaines questions soulevées par la Convention citoyenne pour le climat en France au travers d’une synthèse des différents articles du dossier. Elle précise ce que sont les assemblées citoyennes, et éclaire le phénomène par lequel les citoyen·nes tiré·es au sort construisent un rôle de représentation politique, un « devenir représentant·e » qui excède leur mandat initial, en général limité à réduire le fossé entre la population et les élu·es. Les résultats dégagés ouvrent la perspective de l’institutionnalisation des assemblées citoyennes dans le processus de fabrication de la loi. |

| Summary, etc. | The introduction to this dossier examines a question that runs through all the articles: can citizens’ assemblies drawn by lot democratically and legitimately legislate on behalf of the people? Whether it is possible to represent democratically in a non-electoral manner is a salient one today in political theory today and raises the question of the legitimacy of new forms of political representation in the sort of expanded deliberative system that our complex mass societies require. Is it possible for a randomly drawn assembly to make decisions on behalf of the whole population, as would elected representatives? This introduction situates the reflection on the meaning of “citizen representatives” in contemporary debates in political theory. Without claiming to offer a final answer, the introduction explores some of the questions raised by the Citizens’ convention for the climate through a synthesis of the various articles in the dossier. It clarifies the meaning of citizens’ assemblies and sheds light on the way randomly selected citizens become representatives in building a role of political representation that exceeds their initial mandate, which is generally limited to reducing the gap between the population and elected officials. The conclusion raises the question of the institutionalization of citizens’ assemblies in the law-making process. |
