| Summary, etc. | Comme d’autres mini-publics, la Convention citoyenne pour le climat (CCC), qui s’est tenue en France en 2019 et 2020, a dû répondre à une double contrainte : pour que ses conclusions soient jugées valables du point de vue de la délibération, elle devait apparaître comme imperméable aux influences extérieures, mais pour que ses conclusions aient du poids, les membres de l’assemblée étaient incité·es à développer des alliances avec d’autres acteurs et actrices, et à porter ainsi le débat au-delà des murs de l’assemblée. Cette tension entre ouverture et fermeture, délibération et participation, mini-public et grand public, de plus en plus problématisée au sein des théories de la démocratie délibérative, a été résolue à travers certaines des caractéristiques organisationnelles et logistiques du dispositif, comme dans ces longues intersessions au cours desquelles les citoyen·nes ont été convié·es à investir leur rôle, ce qui a constitué un élément décisif dans la publicité des débats. L’article, qui repose sur une enquête ethnographique tout au long du processus, montre comment les frontières de la CCC ont été construites puis renégociées par les citoyen·nes et d’autres parties prenantes. Nous mettons en lumière un double mouvement d’importation d’acteurs et actrices externes et d’exportation vers le grand public, ainsi que des phénomènes de constitution progressive d’un « Nous » de l’assemblée citoyenne, opposé à un « Eux » qui renvoie aux institutions politiques et économiques comme au reste de la population nationale. Nous suggérons que tous ces mécanismes jouent un rôle majeur sur le devenir des mesures et qu’ils devraient faire l’objet d’une analyse plus systématique dans d’autres mini-publics et assemblées citoyennes. |

| Summary, etc. | Like other mini-publics, the Citizens’ Climate Convention (CCC) had to respond to a double bind: in order for its conclusions to be considered valid from the point of view of deliberation, it had to appear to be impervious to external influences, but in order for its conclusions to have weight, the members of the assembly were encouraged to develop alliances with other social and political actors, and thus to extend the debate beyond the walls of the assembly. This tension between openness and closure, deliberation and participation, mini-public and general public, increasingly problematized within theories of deliberative democracy, was resolved through some of the organizational and logistical features of the process, such as the long intersessions during which citizens were invited to assume their roles, which was a decisive element in the publicity of the debates. The article, which is based on an ethnographic investigation throughout the process, shows how the boundaries of the CCC were constructed and then renegotiated by citizens and other actors. We highlight a double movement of importation of external actors and exportation towards the general public as well as phenomena of progressive separation between the “We” of the citizens’ assembly and the “They” of the rest of the national population. We suggest that all of these mechanisms play a major role in the fate of the measures and that they should be analyzed more systematically in other mini-publics and citizens’ assemblies. |
