Summary, etc. | Prenant pour exemple une association de femmes installée dans une cité de logements sociaux de la banlieue parisienne, cet article analyse l’émergence conjointe au cours des années 1980 d’une catégorie de public, les « femmes du quartier », et d’une forme de travail social, l’« animation de quartier ». À partir d’une enquête sociohistorique, l’article reconstitue les conditions de création de l’association, le parcours et les pratiques de ses deux premières animatrices de 1982 à 1991. Il interroge plus particulièrement le recours à une proximité de genre entre animatrices et adhérentes de l’association, comme principal ressort du travail d’animation, dans un contexte d’essoufflement des formes d’encadrement existantes dans cette ville communiste de l’ancienne Banlieue rouge. Après avoir exposé les dynamiques locales qui soutiennent l’émergence d’une catégorie de public définie par le genre et le lieu de résidence, l’article analyse comment les animatrices mobilisent leurs expériences de jeunes mères étrangères, de résidentes du quartier et de militantes pour accomplir la tâche qui leur est confiée. Il montre finalement qu’en reprenant à leur compte une catégorie à laquelle elles sont assignées, elles façonnent un rôle peu défini d’animatrice de quartier, au profit d’une conception militante du travail social. |

Summary, etc. | Using the example of a women’s association based in a social housing estate in the Paris suburbs, this article analyzes the joint emergence in the 1980s of a category of public, the “women of the neighborhood,” and a form of social work, “neighborhood facilitation.” Based on a sociohistorical survey, the article reconstructs the association’s creation, as well as the career and practices of its first two facilitators from 1982 to 1991. More specifically, it examines the use of gender proximity between the facilitators and the association’s members as the main resource of the facilitation work, in a context of crisis for existing forms of municipal and associative affiliation in this neighborhood in the former communist-run “red suburbs.” After describing the local dynamics that support the emergence of a category of public defined by gender and place of residence, this text analyzes how the facilitators mobilize their experiences as foreign young mothers, as residents of the neighborhood, and as activists to accomplish the task entrusted to them. It shows that by appropriating a category to which they are assigned, they shape a loose role of neighborhood facilitator that favors an activist conception of facilitation work. |
