| Summary, etc. | Cet article analyse les ressorts de l’absence d’engagement des locataires dans les dispositifs participatifs proposés par les bailleurs sociaux dans des quartiers d’habitat social de la banlieue parisienne. Il soutient l’hypothèse que les explications centrées sur les dispositions sociales individuelles sont loin d’être suffisantes pour rendre compte de la non-participation dans les grands ensembles de logements sociaux. Il propose de déplacer la focale sur les caractéristiques de l’offre participative elle-même, et révèle que la mise en marché de l’intermédiation entre bailleurs et locataires, avec tout ce qu’elle implique en termes de recherche d’économies, de standardisation des procédures et d’impersonnalisation des relations, affaiblit considérablement la mobilisation des personnes logées. |

| Summary, etc. | This article tries to understand the disinterest of tenants in taking part in participatory mechanisms that are usually used by social housing organizations in France. Our hypothesis is that the incompetence politic theory answers only part of this non-engagement in disadvantaged mass housing estates. To have a holistic understanding of the absence of participation, we show the importance of also considering the drivers of the participatory market, such as: the quest for cost reduction, the standardization of procedures and the impersonalization of relationships with tenants and social housing actors. |
