| Summary, etc. | Cet article interroge à nouveaux frais les dynamiques à l’œuvre dans les dispositions de participation instituée, à partir de ce qu’il est possible d’y dire et d’y faire entendre. On part de l’expérience d’un collectif d’audit citoyen de la dette à Madrid qui, s’il voit le projet militant dont il est porteur s’institutionnaliser par le nouvel exécutif élu en 2015, s’en estime pourtant insatisfait. Alors que la consécration du dispositif a permis de reformuler la manière de parler de la dette publique, les auditeurs-citoyens et auditrices-citoyennes considèrent que l’ordre du discours institutionnel, certes renouvelé, s’est heurté à leurs tentatives d’imposer leur propre lecture du problème de la dette publique. |

| Summary, etc. | This article takes a fresh look at the dynamics at work in the participatory democracy’s arenas, based on what it is possible to say and to make heard. The starting point is the experience of a citizens' debt audit group in Madrid. Even if its members succeeded in making the citizen debt audit an official participatory tool carried by the municipal government in 2015, they felt dissatisfied. While the consecration of the mechanism has made it possible to reformulate the official way of talking about public debt, the citizen-auditors consider that the institutional discourse, albeit renewed, collided with their attempts to impose their own version of the public debt problem. |
