| Summary, etc. | En nous fondant sur l’analyse de Global Entry - un programme de gestion automatisée des mobilités aux frontières aéroportuaires des États-Unis, cette contribution s’intéresse aux mutations de la gestion des mobilités aux frontières. Par l’adoption d’une démarche socio-historique adjointe à l’approche par les instruments, nous soulèverons que, si une certaine continuité dans le choix de l’instrument existe, l’enjeu que cet instrument est censé traiter connaît une mutation intimement liée à la refondation de l’agence des douanes et de la protection des frontières des États-Unis à la suite des évènements du 11 septembre 2001. L’étude de cette mutation met en lumière une redéfinition de la division du travail des officiers CBP dans leurs pratiques d’admission des voyageurs aux États-Unis. Enfin, la compréhension de ces mutations s’avère essentielle afin de rendre compte des rapports entretenus entre gouvernants et gouvernés ainsi qu’entre bureaucratie et bureaucrates en matière de processus décisionnel dans un secteur d’action publique caractérisé par l’opacité. © 2019 IDMP/Lavoisier SAS. | Summary, etc. | Based on the analysis of the Global Entry - an automated mobility management program of the United States’ air ports of entry, this contribution interests itself in the transformation of border mobility control. Adopting a socio-historic lens conjointly with the instrumentation approach to public policy, it is suggested that if a certain continuity in the choice of the instrument exists, the core objective of the instrument’s implementation has shifted with the re-establishment of the United States’ Customs and Border Protection agency in the aftermath of 9/11. The study of this shift brings into light a redefinition of the division of labor regarding border admission practices. Lastly, it is our understanding that these shifts are key to understand the relationships between the governing and the governed as well as between bureaucracy and bureaucrats with regards to the decisional process in public sectors characterized by opacity. © 2019 IDMP/Lavoisier SAS.
