Summary, etc. | Les conséquences de la transformation digitale dans le secteur public constituent un sujet de recherche depuis plusieurs années mais l’impact de ce changement sur les opportunités de carrière des individus demeure encore à étudier. Afin de déterminer de quelle manière la transformation digitale influence l’évolution des carrières dans le secteur public, nous avons réalisé une étude au sein de sept collectivités territoriales d’une même région française. Nos résultats suggèrent que la digitalisation crée de la transversalité et incite à un travail collaboratif entre services et entre collectivités. Cette évolution crée des opportunités de développement des compétences de carrière (savoirs et savoir-faire, réseaux internes et externes, motivation et identité professionnelle), amorçant l’émergence d’un contexte favorable à des carrières de type boundaryless . Néanmoins, ces dernières demeurent à un stade de réalisation partielle. Le maintien des règles de fonctionnement du marché interne et de l’inertie structurelle bride une dynamique qui ne permettra pas d’offrir des opportunités concrètes de mobilité. Summary, etc. | The consequences of the digital transformation in the public sector have attracted attention from researchers and practitioners for several years. However, the impact of this change on the career opportunities of individuals have been little studied. In order to understand how the digital transformation influences the evolution of careers in the public sector, we conducted a study in seven local authorities of the same region in France. Our results suggest that digitalization creates transversality and promotes collaborative work between service departments and between local authorities. This evolution creates opportunities for the development of career competencies (knowledge and know-how, internal and external networks, motivation and occupational identity), leading to a context favorable to boundaryless careers. Nevertheless, boundaryless careers are only partially realized. The internal labor market’s operating rules and structural inertia hinder the offer of concrete opportunities for mobility. This study illustrates a traditional model of career management for local governments’ employees, which opposes in a structural way to the development of a boundaryless model. © 2021 IDMP/Lavoisier SAS.
