Summary, etc. | Cet article retrace les conditions d’émergence du management public en France à partir de la création en 1970 du Centre d’Études Supérieures du Management Public (CESMAP). Il montre que la conception duale et finalisée du management public (management des organisations des politiques publiques) est le fruit d’un processus d’apprentissage, d’interactions entre sciences de gestion et sciences humaines, et surtout de leurs confrontations à la réalité et à l’ambiguïté consubstantielle de l’action publique. Basée sur des documents d’archives et des entretiens avec d’anciens membres du CESMAP, l’étude met en avant le contexte et les dynamiques (individuelles et organisationnelles) qui ont favorisé la montée en puissance du CESMAP et sa triple offre (formation, conseil et recherche). Elle expose également, à travers les limites de son modèle entrepreneurial, la contribution de ses acteurs à la mise en cohérence conceptuelle du management public. |

Summary, etc. | This article outlines the conditions of public management emergence in France from the founding of the Centre d’Études Supérieures du Management Public (CESMAP) in 1970. It shows that the dual and purposeful conception of public management (management of public organizations and policies) is the result of a learning process, of interactions between management and humanities, and particularly of their confrontation with the reality and the consistent ambiguity of public action. Based on archival documents and interviews with former members of CESMAP, the study highlights the context and the dynamics (individual and organisational) that favoured the rise of CESMAP and its threefold offer (training, consulting, and research). It also exposes, through the limits of its entrepreneurial model, the contribution of its actors to the conceptual coherence of public management. |
