Summary, etc. | Le management public (MP) - conçu comme l’hybridation entre le management des organisations publiques et l’analyse de politiques publiques (Gibert, 2002) - peine à se développer en France comme discipline académique à part entière. Son émergence est récente ; elle s’est frayée un chemin difficile entre des établissements ad hoc de formation des élites de l’État et le monde académique et consulaire. Toutefois, par le biais de la consolidation de la gestion comme discipline académique autonome et la volonté d’enseignants-chercheurs regroupés en réseau, le MP a pu prendre une place modeste, bien éloignée du poids qu’il devrait avoir dans les formations universitaires au regard des enjeux de sociétés et de l’action publique qu’ils requièrent. L’article retrace cette émergence en trois parties chronologiques : l’essor des sciences de gestion, puis l’autonomie universitaire de l’après mai 68 et enfin le développement endogène grâce aux enseignants-chercheurs et leurs réseaux. |

Summary, etc. | Public management (PM) – designed as a hybrid between the management of public organizations and public policy analysis (Gibert, 2002) - is struggling to develop in France as an academic discipline in its own right. Its emergence is recent; it has walked along a rough path between ad hoc establishments for the training of state elites and the academic and consular world. However, through the consolidation of management as an independent academic discipline and the willingness of academics grouped together in a network, the PM has been able to take a modest place, a lot smaller than the one it should have in university curricula with regard to societal issues and the public action they require. The article traces this emergence in three stages: that of the rise of business administration, then of university autonomy after May 68 and finally of endogenous development thanks to the academic community and its networks. |
