| Summary, etc. | Cet article propose une sociohistoire des pratiques évaluatives à la Cour des comptes européenne (CCE) depuis sa création en 1977. Si celle-ci manifeste aujourd’hui son intérêt pour l’audit de performance, considéré par certains comme un net mouvement vers l’évaluation, la trajectoire des pratiques de l’institution souligne un intérêt bien plus précoce pour le domaine du jugement rétrospectif sur les effets de l’action publique. Mobilisant archives et entretiens, l’article montre comment la Cour a cherché dès l’origine à se comporter en « méta-évaluatrice » des systèmes de gestion de la Commission européenne, au travers de son mandat officiel d’analyste de la « bonne gestion financière » et grâce à une expertise promue par son membre chargé des méthodes, André Middelhoek. Au terme de cette sociohistoire revisitée, la CCE apparaît non plus comme un simple relais, mais plutôt comme l’une des sources de la « culture d’évaluation » de l’administration européenne. |

| Summary, etc. | This article draws a sociohistory of policy evaluation practices at the European Court of Auditors (ECA) since its foundation in 1977. Whereas the ECA has grown its performance auditing practice, which some consider to be a clear move towards evaluation, an earlier interest for retrospective judgements focusing on policy effects can be found in the institution’s trajectory of practices. Based on the analysis of archives and interviews, the article shows how the Court sought from its beginnings to act as a “meta-evaluator” of the European Commission’s management systems, through its official mandate as an analyst of the EU “Sound Financial Management”, stressing the critical role played by former member André Middelhoek, in charge of methodological development. Once considered this revisited sociohistory, the ECA no longer appears as a simple relay but rather as one of the true sources of the “culture of evaluation” of the European administration. |
