| Summary, etc. | La Convention de Kampala sur la protection des personnes déplacées a marqué un remarquable progrès pour le continent africain où conflits, accidents météorologiques, stratégies économiques, ont multiplié ces dernières années les déplacements de populations. Sa mise en œuvre par les 25 États l’ayant ratifiée suppose une modification des droits internes qui s’avère complexe. Et le dispositif de suivi prévu par la Convention est sans doute insuffisant pour en garantir l’application. |
