| Summary, etc. | Face au changement climatique, l’action publique s’appuie sur des recherches fondées sur des hypothèses d’effets futurs auxquels elle sera confrontée. Dans une conception du changement climatique vu comme une action en train de se dérouler et qui dépasse - dans l’espace et dans le temps - l’action publique, nous explorons, à partir de l’évolution sur trente ans de dispositifs d’avertissement, les relations entre évolution des vagues de chaleurs extrêmes (canicules) et transformation de la gestion publique des canicules dans l’action publique climatique d’adaptation. Il apparaît qu’un changement de phase est en train de se produire, au sens d’un changement des contraintes durables prises en compte dans l’action publique de gestion des canicules. Ce changement de phase est marqué par l’émergence progressive d’une contrainte d’anticipation qui vient s’ajouter aux contraintes de réaction auparavant seules dominantes. L’intégration de cette contrainte a elle-même été anticipée par la loi atypique relative à l’effet de serre de janvier 2001. À partir de ce résultat nous discutons le rôle des connaissances climatiques dans l’évolution des modalités de mise en œuvre des politiques publiques climatiques d’adaptation et proposons des pistes pour le management public dans le contexte extrême désormais produit par le changement climatique. |

| Summary, etc. | Facing climate change, public action relies on research based on hypotheses of future effects to cope with. In a conception of climate change seen as an ongoing action encompassing - in space and in time - public action, we explore, by means of thirty years of warning practices, the relations between the evolution of extreme heat waves and the transformation of public management of heat waves in adaptation to climate change public policy. It appears that a phase shift is happening, in the sense of a change in the lasting constraints taken into account by public action for managing heat waves. This phase shift is marked by the gradual emergence of an anticipation constraint supplementing reaction constraints, which was previously the only dominant ones. The integration of this additional constraint was itself anticipated by an atypical law dealing with greenhouse gases effect of January 2001. Based on this result, we discuss the role of climate knowledge in the evolution of the implementation means in adaptation to climate change public policy and propose avenues for public management in the extreme context resulting of climate change. |
