| Summary, etc. | Ce papier s’intéresse à l’influence des outils techniques et organisationnels mobilisés par les intermédiaires publics et privés de l’emploi en Belgique francophone sur leur travail d’accompagnement des chômeurs, et l’évaluation de ce travail par les pouvoirs publics. Il tend à démontrer que cette mission d’accompagnement repose sur une gestion par les procédures et sur une justification par les résultats, transformant dès lors le cœur de métier de ces acteurs sous couvert d’une rationalisation de l’action publique. Influencé par les apports de l’analyse stratégique et empreint d’une sociologie de l’acteur, ce papier s’attèle à identifier les formes de résistance et d’adaptation déployées par ces intermédiaires de l’emploi.1 |

| Summary, etc. | This paper deals with the way the private and public employment intermediaries transform the public action in the French-speaking part of Belgium, through their common mission of guidance for the unemployed. It deals more precisely with the analysis of the technical and organizational tools’ influence on the intermediaries’ work and its evaluation by the government. It shows that this mission lay henceforth on management per procedures and on a justification by results, transforming this way the primary activity of those actors, under the guise of a rationalisation of the public action. This contribution, influenced by the inputs of strategic analysis and the actor’s sociology, seeks to demonstrate how the intermediaries resist the effects induced using technical tools. |
