| Summary, etc. | L’ASEAN a adopté en 2007 une charte en faveur de l’état de droit et des droits de l’homme. On s’interroge sur les suites concrètes de cet engagement, et sur ses raisons mêmes. Il semble que l’attitude de l’État birman vis-à-vis de ses minorités, générant d’importants flux de réfugiés, ait posé problème à plusieurs membres de l’ASEAN, tant en termes économiques qu’en termes d’image. La charte de 2007 constitue néanmoins une base d’action importante, en particulier pour les sociétés civiles. |

| Summary, etc. | ASEAN adopted a human rights declaration in 2012. In 2016, the Malaysian Prime Minister publicly criticized the human rights situation in Burma. The policies of the government of Myanmar towards ethnic and religious minorities have led to refugee flows and to challenges for the states hosting refugees. Regional human rights commitment is thus a strategy adopted by these states to manage refugee flows. If civil society groups use ASEAN’s human rights commitment well, it might lead to real improvements on the ground. |
