Conçu comme le point d’orgue du processus de démocratisation lancé en 1994, ce scrutin n’a pourtant pas tenu ses promesses en confortant la position hégémonique du Frelimo. Si la Renamo s’est décrédibilisée, de nouvelles listes de « citoyens indépendants » se sont néanmoins affirmées dans l’espace public local. |

Taken as the high point of the democratization process initiated in 1994, these elections did not fulfill their promise; they only served to strengthen Frelimo’s hegemonic position. While Renamo has been discredited, new lists of « independent citizens » were nonetheless affirmed in the public sphere. |
