| Summary, etc. | RésuméLes relations transatlantiques ont été caractérisées, depuis la création de l’OTAN, par une tension entre deux philosophies : l’une atlantiste, l’autre eurocentrée. Celle-ci est devenue encore plus problématique ces dix dernières années. Aujourd’hui, les présidents Sarkozy et Obama offrent la possibilité aux membres de l’OTAN et de l’Union européenne d’avancer au-delà de ces tensions et de faire en sorte que l’UE et l’OTAN travaillent ensemble plus efficacement. L’UE doit se positionner comme un « pilier » de la communauté atlantique et non comme un « pôle » concurrent sur la scène internationale. Si elle n’y parvient pas, cela pourrait avoir des conséquences graves en Afghanistan/Pakistan et être un obstacle important au processus d’intégration européenne et à la coopération transatlantique. |

| Summary, etc. | NATO and the EU: Moving Away from Multi-polar PoliciesSince NATO’s founding, the tension between Atlanticist and Euro-centric philosophies has been a predictably troubling feature of transatlantic relations, but perhaps never more problematic than in the past decade. Now, with new leadership in Paris and Washington, NATO and European Union members have an opportunity to move past those tensions to make the EU and NATO work more effectively together. EU members need to ensure that the EU is a constructive “pillar” for the Atlantic community rather than a competing “pole” in international relations. Failure to do so could contribute to a potential disaster in Afghanistan/Pakistan and pose a serious impediment to the process of European integration as well as transatlantic cooperation. |
