| Summary, etc. | RésuméCet article montre que les deux premières années de l’administration Obama ont donné de nombreux signes de continuité, malgré une rhétorique différente et une volonté de « démilitariser » la politique étrangère. L’administration Obama doit gérer les mêmes tensions rencontrées par G. W. Bush, entre ambitions commerciales, préoccupations sécuritaires et volonté de promouvoir la démocratisation et la « bonne gouvernance ». Aussi, la menace de la crise fiscale joue contre toute nouvelle politique ou initiative coûteuse. Enfin, l’intérêt national des États-Unis n’étant pas en jeu en Afrique, l’administration porte inévitablement une attention limitée pour cette région du monde. La fragmentation organisationnelle et les querelles internes aux différentes agences fédérales impliquées dans la politique africaine continuent d’alimenter une certaine dose d’inertie politique. Les débats actuels sur l’aide au développement, ses réformes et son lien avec la politique étrangère serviront d’études de cas. |

| Summary, etc. | Obama ’s Africa policy: a mid term reviewThere are several signs in the first two years of the present administration pointing to a great deal of continuity, though it is obscured by a different public discourse and a will to “demilitarize” U.S. foreign policy. The Obama administration faces the same tensions between commercial ambitions, security concerns and the wish to promote democratization and good governance. Also, the looming fiscal crisis militates against any costly new policies or initiatives. Finally, the administration ’s has inevitably limited attention span for a region of the world in which the U.S. does not have central national interests at stake. The organizational fragmentation and infighting between the different federal bureaucracies with a stake in Africa policy continues to cause a certain amount of policy inertia. As a case study of these dynamics, the paper reviews the current debates about foreign aid, its reform and relationship to foreign policy. |
