| Summary, etc. | Le « système d’immigration » des États-Unis est souvent considéré comme « en panne », mais cet article entreprend de rendre compte de sa dynamique politique et de ses implications pour les mouvements sociaux des immigrés. À partir des recherches contemporaines sur les politiques migratoires et sur les mobilisations d’immigrés et à la lumière de la philosophie politique d’Antonio Gramsci (concept d’hégémonie, notamment), il est possible de comprendre le régime d’immigration des États-Unis comme une synthèse instable mais fonctionnelle de demandes politiques en partie contradictoires, émanant aussi bien des élites économiques et politiques, que des opposants les plus déterminés à l’immigration de masse, ou des immigrés eux-mêmes. Inégalement satisfaisante pour les parties en présence, une telle synthèse favorise pourtant leur consentement à une même politique, qui entretient une large population d’immigrés aux droits plus ou moins limités, mais disposés à les attendre. Toute analyse des secteurs de la société civile et des mouvements sociaux qui concernent et impliquent les immigrés doit prendre en considération ce fonctionnement complexe, auquel il est plus difficile d’échapper que de contribuer. La théorie du régime d’immigration débouche donc sur un programme de recherche sur les organisations et mouvements pour les droits des immigrés qui envisage sous un jour nouveau l’influence de l’État et des secteurs dominants de la société. |

| Summary, etc. | The Immigration Regime in the United States : Immigration Policies, Hegemony and Social Movements Although the U.S. immigration system is often described as “broken”, this article attempts to account for its political dynamics and its implications for immigrant social movements. Drawing on contemporary research on immigration policy and on immigrant mobilizations, as well as the political philosophy of Antonio Gramsci (in particular, the concept of hegemony), it is possible to understand the U.S. immigration regime as an unstable but functional synthesis of partially contradictory political demands formulated by economic and political elites, determined opponents of mass immigration and by immigrants themselves. Unequally satisfactory to these different parties, such a synthesis nonetheless favors their consent to a common policy, which maintains a large immigrant population with limited rights but who are disposed to wait. Any analysis of the sectors of civil society and social movements with a concern for immigrants must take into account this complex functioning, from which it is difficult to escape and to which it is difficult to contribute. The theory of the immigration regime opens the way to a research program on immigrants’ rights movements and organizations that considers in a new light the influence of the state and the dominant sectors of society. |
