| Summary, etc. | La récente crise de la dette dans la zone euro a conduit à des plans d’austérité présentant une série de caractéristiques communes. Au-delà des débats sur l’efficacité et les conséquences politiques de ces mesures, cet article cherche à comprendre le discours spécifique qui l’accompagne. Le contexte de crise est considéré comme un moment d’exacerbation d’un discours dominant dépolitisé. L’article pose comme hypothèse que les stratégies discursives de dépolitisation se déclinent suivant trois registres distincts : un registre technique et des références à la globalisation et à l’UE, présentées comme des contraintes externes justifiant les réformes. L’analyse porte sur le cas italien – considéré comme paradigmatique – étudié à travers 41 discours prononcés par Mario Monti durant son mandat. Les résultats montrent une tendance à présenter l’UE à la fois comme une contrainte (voulue) et comme le lieu approprié pour faire face aux défis de la globalisation, tandis que la dimension technique du discours s’exprime à travers une métaphore clinique des finances publiques omniprésente. |

| Summary, etc. | The Symbolic Abolition of Politics, the Virtue of Necessity: Budgetary Reforms in the Speeches of the President of the Italian Council The recent debt crisis in the Eurozone has led to austerity reforms that present many common features. Going beyond the debate on their efficiency and political consequences, this article aims at understanding the specific discourse that supports these measures. The context of crisis is understood as exacerbating a dominant depoliticized discourse. The article explores three depoliticization strategies : embedding the discourse in technical terms, and referring to globalization and the EU as external constraints that justify the reforms. The analysis focuses on the Italian case, considered as paradigmatic and analyzed through 41 speeches made by Mario Monti during his mandate. The findings show a tendency to present the EU both as a (voluntary) constraint and as the right place to deal with the challenges of globalization. The technical dimension of the discourse is expressed through a clinical metaphor of public finance. |
