| Summary, etc. | Vingt ans après le 11 Septembre, le bilan de la « guerre contre le terrorisme » est contrasté : lourd coût financier et humain, affaiblissement des « centrales » mais diffusion des implantations, fatigue des guerres sans fin… Les puissances occidentales n’ont jamais pu traiter les problèmes politiques qui survivaient à leurs succès militaires. Une nouvelle hiérarchie des défis sécuritaires semble devoir remettre le terrorisme à sa juste place : un problème stratégique parmi de nombreux autres. |
