L’Union est aujourd’hui plus intégrée dans de multiples domaines. Mais le temps est venu pour une approche plus structurelle, plus volontariste, qui doit permettre à l’Union de renforcer son autonomie stratégique. C’est le seul moyen d’être un véritable acteur global, pouvant exister face aux autres grandes puissances. |
