Des négociations ont déjà eu lieu depuis plusieurs années, parfois favorisées par des médiateurs internationaux, et elles ont pu donner des résultats localement, sur des sujets précis. Des dérives ont aussi été observées. Négocier plus globalement la paix est un chemin semé d’embûches, voire une chimère. |
