| Summary, etc. | RésuméL’histoire de la République turque ne se confond pas avec celle de la démocratie. Elle rejoint avant tout celle de l’État. « L’État turc est une République », dit d’ailleurs le premier article de la Constitution de 1982. L’avènement de la République a signifié la consécration d’un État réformé que l’on s’employait à moderniser depuis plus d’un siècle dans le cadre d’un Empire moribond. Mais cet État réformé devenu réformateur n’était pas à l’origine un État de droit. Ce n’est qu’après la Seconde Guerre mondiale dans le contexte d’un passage un peu précipité à la démocratie que les idées de séparation des pouvoirs et d’État de droit ont commencé à prendre corps. Aujourd’hui, la candidature à l’Union européenne et la nécessité de satisfaire aux fameux critères de Copenhague ont accéléré un processus d’émancipation politique qui révèlent aussi les changements profonds que connaît la société turque depuis une dizaine d’années. |

| Summary, etc. | The history of the Turkish Republic cannot be identified with that of democracy. It is first of all the history of the State. “The Turkish state is a republic” according to the first article of the 1982 constitution. The proclamation of the republic has amounted to the consecration of a reformed State after over a century of attempted modernization within the framework of a moribund empire. But this reformed state, which had become a reforming state, was not at the origin of the rule of law. Only after the second world war, in the context of a rather hasty transition to democracy, did the notions of the separation of powers and the rule of law begin to materialize. Today, Turkey’s candidacy to membership of the European Union and the need to satisfy the famous Copenhagen criteria have accelerated a process of political emancipation that also reveals the far-going changes experienced by Turkish society over the last ten years. |
