L’influence des siloviki dépasse la sphère des administrations. Elle se mesure dans les secteurs de l’économie, en particulier celui de l’énergie. Par ailleurs, la guerre contre le terrorisme international est devenue un instrument politique servant à justifier les opérations militaires en Tchétchénie notamment, mais le bilan est désastreux. La dégradation de l’armée est toujours profonde. Elle touche à la fois les hommes et leur formation, l’encadrement et les structures de commandement. Mais, depuis l’arrivée de Poutine au Kremlin, le budget de la défense a fortement augmenté. |
