| Summary, etc. | Les travaux sur le Comité des régions (CdR) ne s’intéressent qu’à titre secondaire aux secrétariats politiques qui évoluent au sein de l’organe consultatif. L’article s’appuie sur une enquête qui révèle que ces acteurs discrets dans la littérature sont pourtant discrétionnaires dans le travail politique du CdR. Leur analyse est susceptible de contribuer plus largement à la littérature sur le conseil politique des acteurs non élus au niveau de l’Union européenne. En interrogeant les représentations qu'ont ces secrétaires de leurs prérogatives politiques, l’article éclaire plusieurs de leurs rôles. D’abord, ils travaillent, au niveau de leurs groupes politiques, à dénationaliser les positions de leurs membres, et ils incarnent auprès de ceux-ci une forme de mémoire institutionnelle et politique, pour rendre cohérentes les prises de position des membres avec l’histoire politique du groupe (ou de l’institution). Ensuite, ils contribuent à forger des lignes d’opposition politique entre les membres de leurs groupes et ceux des autres groupes. |

| Summary, etc. | The literature on the Committee of the Regions (CoR) pays only secondary attention to the political secretariats within the advisory body. The article is based on interviews which reveal that these actors are discreet in the literature, yet discretionary in the political work of the CoR. Their analysis is likely to make a wider contribution to the literature on the political advice of non-elected actors at EU level. By interrogating these secretariat members’ representations of their political prerogatives, the article sheds light on several of their roles. Firstly, at the level of their political groups, they strive to denationalise the positions of the members. They therefore embody a form of institutional and political memory for the members, in order to make the positions taken by the members consistent with the political history of the group and that of the institution. Secondly, they contribute to forging political opposition lines between the members of their CoR political groups and those of other groups. |
