Trop peu pour apprécier toutes ses conséquences sur le rapport entre les citoyens et la Constitution. Assez cependant pour que se soient exprimés deux points de vue contradictoires ici réfutés : celui d’une réforme considérable pour les citoyens, celui d’un changement dérisoire en réalité. L’analyse de la procédure suivie devant le Conseil et celle des premières décisions permet de dresser un premier bilan qui atteste la portée civique de la QPC, consistante et circonscrite. |

| Summary, etc. | The Priority Preliminary Ruling on the Issue of Constitutionality and the CitizensThe priority preliminary ruling on the issue of constitutionality has finally been introduced. But one year of existence is too short a period to assess all its consequences regarding the relationship between the citizens and the Constitution. It has sufficed though for two contradictory points of view to be expressed in its regard : one that sees it as a considerable reform for the citizens, the other as a trivial change. Both points of view are refuted here. The analysis of the procedure in front of the Council and of the first decisions allows us to draw a first balance-sheet that confirms the substantial but limited civic impact of the measure. |
