| Summary, etc. | Dans ce texte, l'auteur réfléchit aux trois qualités principales de l'association : la participation associativepermet de formuler en des termes politiquement efficaces des demandes et des besoins latents de la population; elle favorise l'invention de stratégies et de tactiques qui légitiment ces demandes et les font aboutir; les associations sont un creuset de démocratie dans le sens où elles donnent à chacun l'occasion de s'entraîner à la négociation et à la prise de décision collectives ; elles assurent, par leurs dimensions relativement restreintes et leurs objectifs assez spécifiques, un pont entre les citoyens et l'Etat; la participation représente un mode privilégié de sociabilité, de rapport à autrui et favorise ainsi l'intégration affective des individus dans la société, en même temps qu'elle les endigue dans une certaine conformité aux normes sociales fondamentales (souci d'autrui, sens de la réciprocité et de la responsabilité); en d'autres termes, la participation contribue à assurer l'identité sociale des personnes. |

| Summary, etc. | “Associations and social innovation” With more than 100,000 associations, Belgium is one of the countries where the associative life is the richest. However, even if the right to create associations was recognized when the Belgian state was created, we will have had to wait during 90 years before having a juridical framework for this constitutional article. In this text, the author thinks about the three main qualities of the association: The participative association enables to answer to the latent requests and needs of the population in a way that is politically effective; it favours the intervention of strategies and of tactics that legitimate those requests. The associations stimulate the sense of democracy: they provide all their members with the opportunity of negotiating and of taking decisions collectively; thanks to their small dimensions and the specificity of their aims, they can work as a bridge between the state and the citizens. Participation represents a privileged model of sociability, of relation to the other; it favours the affective integration of persons into society and at the same time, it trains those persons to a certain conformity to the basic social norms (sense of the other, sense of responsibility and reciprocity). To put it in other words, it can be said that participation contributes to ensure people's social identity. |
