| Summary, etc. | Résumé L’intervention publique en matière de régulation sociale a pris et continue à prendre des formes extrêmement variées. Nous ne nous attachons pas à l’ensemble des droits liés à l’emploi salarié, ni à la protection sociale et au droit du travail, mais proposons une lecture de l’État social, comme un État social et médiateur. En effet, avec le développement de nouveaux espaces de régulation et d’une politique de la médiation, nous constatons un changement. Ce changement s’observe, d’une part, dans le « faire société », à partir de la mobilisation et de la coordination des ressources et des énergies d’un territoire et, d’autre part, dans le « traitement des conflits » par l’intercession d’un tiers entre les individus et leur territoire. |

| Summary, etc. | Public intervention in the field of social regulation has been taking and goes on taking extremely varied forms. We are not going to concentrate on the rights of the workers nor on social protection, we are rather going to propose an analysis of the social State as a social and mediating state. Indeed, with the development of new spaces of regulation and of a mediating policy, we are observing a change which appears on the one hand in the way of “Making society” out of the mobilisation and coordination of the resources and energies of a territory. On the other hand, it appears in the way of dealing with conflicts through the intervention of a third party between the individuals and their territory. |
