| Summary, etc. | Résumé L’État social actif, a fortiori dans sa déclinaison « scandinave », prétend activer les chômeurs pour les remettre sur le plan de l’emploi et leur venir donc en aide. Dans la réalité belge, le fameux « modèle scandinave » n’est en fait appliqué que dans sa dimension coercitive, les aspects positifs pour le demandeur d’emploi étant largement occultés. En déplaçant la responsabilité du chômage sur le chômeur lui-même, sans lui donner les outils pour assumer cette responsabilisation, le gouvernement ne se montre ni social ni actif : il sape les droits de ceux qui ne trouvent pas leur place sur le marché du travail. |

| Summary, etc. | The Scandinavian model of active social State aims at helping the unemployed by activating them so that they can find o job. In the Belgian reality, the famous “Scandinavian model” is only implemented in its coercive dimension, the positive aspects for the unemployed person are widely occulted. The government does not appear to be social and active either: it makes the unemployed person herself responsible for unemployment and it does not provide the unemployed with the tools that would enable them to deal with this situation. The State destroys the rights of the people who are not able to find a position on the job market. |
