Summary, etc. | RésuméC’est vers 1995 que le terme sans-papiers est entré dans l’usage et que la question a commencé à être posée dans l’opinion publique. Nous retraçons d’abord une histoire dont le moment fort fut la régularisation de 2000. Le mouvement des sans-papiers, caractérisé par la prise de responsabilité des sans-papiers eux-mêmes et popularisé par de nombreuses actions (occupations d’églises, grèves de la faim, etc.) s’est surtout développé à partir du printemps 2006. Il s’est heurté à l’immobilisme des gouvernements. La présence de nombreux sans-papiers est le signe des injustices d’un monde globalisé mais aussi de l’espérance des peuples. Elle invite à un engagement, enraciné avec réalisme dans le contexte immédiat. |

Summary, etc. | It is around 1995 that the word paperless started to be used and that the question was put in the public opinion. We will first relate a story of which the regularization of 2000 was the climax. The movement of the paperless people was characterised by the fact that they themselves took the responsibility. It became popular thanks to numerous actions (occupation of churches, hunger strikes, etc.) and mainly developed from spring 2006. It faced the opposition to change of governments. The presence of many paperless people is the sign of the inequity of a globalised world but also of peoples’ hope. It calls for an engagement rooted with realism in the immediate context but with a worldwide range. |
