| Summary, etc. | RésuméÀ partir d’une analyse des régulations mises en œuvre depuis une décennie autour des activités de violence privée, cet article se propose de revenir sur l’apparent constat de privatisation de l’État. L’usage croissant des compagnies de sécurité privée par les États traduit en effet l’extension et la normalisation de logiques marchandes comme mode de gouvernement, y compris dans la conduite de la guerre. Cependant, les limites de ce marché de la sécurité et le développement conséquent de contrôles autour de cette activité commerciale invitent à infirmer la vision d’un simple retrait de l’État. L’émergence, en trois séquences, d’une régulation où l’État se réinvestit progressivement, permet alors de constater in fine sa respécification en tant qu’autorité légitime et souveraine, au cours de ce processus de sous-traitance de la violence et de son contrôle. |

| Summary, etc. | From an analysis of recent controls developed around private violence, this article offers a new perspective on the idea of the privatization of the state. The increasing use of private security companies by states reveals, indeed, both the extension and normalization of commercial logics as a way of governing, even when dealing with war. Yet, the limits of such a market for force and the consequent implementation of controls around this commercial activity incline to reevaluate the vision of a retreat of the state. The emergence, in three sequences, of a regulation where the state is progressively reintroduced, actually allows recognizing in fine its respecification as the legitimate and sovereign entity, all along this process of the outsourcing of violence and of its control. |
