| Summary, etc. | Avec la « crise des migrants » que l’Europe a connue depuis 2013, la question centrale des formes-camp comme institution de gestion des populations migrantes est réapparue sur l’avant-scène de l’espace public. Cet article propose d’explorer la question de l’accueil des réfugiés et migrants en Europe à travers l’angle de la « réaction des environs », c’est-à-dire des populations qui résident à côté de cette forme « éphémère » qu’est le camp (de réfugiés/ migrants). À cette fin, nous nous appuyons dans un premier temps sur l’exemple de la réaction des populations environnantes face l’installation des centres d’accueil de réfugiés en Bulgarie depuis 2013 et dans un second, nous évoquons la réaction des résidents d’un Foyer de travailleurs migrants dans l’est de la France, à côté duquel s’était installé un camp de migrants assez important. Deux réactions types sont particulièrement observées : la contestation ouverte d’un côté et le repli sur soi et l’invisibilisation face à la présence du camp et ses “habitants” de l’autre. |

| Summary, etc. | With the «migrant crisis» that Europe has been experiencing since 2013, the central question of camp-forms as an institution for managing migrant population has reappeared at the forefront of public space. This article proposes to explore the question of the reception of refugees and migrants in Europe through the angle of the «reaction of the surroundings», i.e. from the perspective of the population residing alongside this «ephemeral» form that is the (refugee/migrant) camp. For this purpose, we first analyse the example of Bulgaria and the reaction of the surrounding population to the installation of refugee reception centres that begun to appear in 2013, and secondly, we discuss the reaction of the residents of a migrant workers' lodging situated in the East of France, next to which a rather large migrant camp had been installed. Two typical reactions are observed in particular: the open protest on the one hand and the self withdrawal and invisibilization in front of the presence of this camp and its «inhabitants», on the other. |
