| Summary, etc. | L’assouplissement des règles d’affectation des élèves dans les collèges publics n’a pas été sans effets sur les attentes et les représentations des parents. L’enquête montre que face aux refus et à l’opacité de la procédure, et étant donné l’ampleur des attentes et de leur engagement dans cette démarche, le ressentiment est d’autant plus vif. Dans des contextes urbains caractérisés par la ségrégation urbaine et scolaire, il s’exprime par un fort sentiment de discrimination ethnoraciale et territoriale et conduit à remettre en cause leur loyauté face à l’institution. On peut dès lors s’interroger sur la diffusion d’un tel mécanisme à d’autres services publics confrontés à l’individualisation du traitement, une plus forte responsabilisation et différenciation sociale et ethnique des populations concernées. |

| Summary, etc. | The unexpected impact of the School District Policy ReformThe Public Middle School’s District Policy Reform has had an impact on parent’s expectations and representations. In front of rejections and of the opacity of the application, and because of very high expectations and involvement, the resentment is particularly acute. In depressed urban areas characterized by urban and school segregation, it takes the form of a strong feeling of spatial and ethno-racial discrimination, which leads to call into question their loyalty to the institution. One can question the diffusion of that mechanism to other public services concerned by a process of individualizing application and of encouraging people to take greater responsibility, and by a strong process of social and ethnic differentiation of the targeted population. |
