| Summary, etc. | La Belgique, et plus spécifiquement la Wallonie, s’est spécialisée dans l’accueil résidentiel d’enfants français et luxembourgeois en situation de handicap. Au départ de sources officielles et de témoignages d’acteurs, nous envisageons les raisons qui, de façon convergente, ont mené à cet ensemble de dispositifs nés au croisement d’une spécialisation des acteurs wallons du handicap et des contraintes de l’accompagnement en France et au Luxembourg, mais aussi celles qui restreignent progressivement la possibilité de leur mobilisation. Cette innovation, ni programmée ni empêchée, s’est en effet institutionnalisée à la marge des systèmes et entre les frontières des États, en dépit d’un montage souvent basé sur des malentendus et sur certains arrangements avec les normes, mais se voit à présent menacée tant par la rigidification de son propre cadre que pour des raisons de politique intérieure. |

| Summary, etc. | Belgium, and more particularly Wallonia, specializes in the residential care of French and Luxembourgish children with disabilities. Based on official sources and interviews with actors, we consider the reasons which, in a convergent way, led to this set of measures born at the crossroads of a specialization of Walloon actors of disability and the constraints of the care sectors in France and in Luxembourg, but also those which progressively restrict the possibility of their mobilization. This innovation, neither programmed nor prevented, got institutionalized at the margins of national systems and between State borders, despite arrangements often based on misunderstandings and some accommodation with standards, but is now threatened both by the rigidification of its own framework and for internal political reasons. |
