Méconnu du grand public, souvent confondu avec son homologue du gouvernement, il est le haut fonctionnaire le plus puissant de la République. À l’origine simple collaborateur de l’ombre, rouage indispensable et silencieux voulu par le général de Gaulle pour l’épauler, il a connu une ascension rapide, jusqu’à devenir le plus proche conseiller du président, aux missions aussi variées que déterminantes, symbole de l’hyperprésidentialisation du régime et de ses limites. |
