| Summary, etc. | After twenty years, the rejection of the European Constitution cannot be seen simply as the chronicle of a death foretold. The treaty establishing a constitution for Europe was the culmination of a long-term project whose ambition was clearly constitutional and therefore political. Its failure is first and foremost the failure of a political dream permanently broken, but also the symptom of a crisis of the model of democratic rule of law. |

Le traité établissant une constitution pour l’Europe était l’aboutissement d’un projet au long cours dont l’ambition était résolument constitutionnelle et, par conséquent, politique. Son échec est d’abord celui d’un rêve politique européen qui est durablement brisé mais aussi le symptôme d’une crise du modèle de l’État de droit démocratique. |
