| Summary, etc. | À partir d’une enquête qualitative centrée sur deux mobilisations pour la défense des services publics hospitaliers dans le Grand Est, l’article explore les dynamiques de résistances que déploient les gouverné.es face au retrait de l’État. La spécificité de ces mouvements pour le maintien des services publics de proximité réside dans leur ambivalence à l’égard du politique : ils se construisent autour d’une revendication de « neutralité » qui les tient à distance des organisations politiques (syndicats, partis) mais se situent en même temps dans un registre politique de protestation contre le retrait de l’État social et des services publics. La « neutralité » politique dont ils se réclament, les place en situation de double bind : si elle constitue un argument pour favoriser la participation du plus grand nombre, elle les empêche de peser au-delà d’un territoire très circonscrit. Leurs chances d’obtenir gain de cause dépendent alors fortement des ressources sociales et politiques qu’ils peuvent mobiliser face aux pouvoirs publics et de leur capacité à les adapter à chaque configuration territoriale. |

| Summary, etc. | Based on a qualitative investigation focused on two mobilizations in defense of public hospital services in the East of France, this article explores the dynamics of resistance that governed people deploy when confronted with the withdrawal of the State. The specificity of these movements for local public services lies in their ambivalence towards politics: They are built around a claim of “neutrality” which keeps them at a distance from political organizations (unions, parties) but at the same time they are situated in a political register of protest against the withdrawal of the social state and public services. The political “neutrality” that they claim places them in a double bind: while it is an indispensable argument for encouraging the participation of as many people as possible, it prevents them from having any influence beyond a very limited territory. Their chances of success then depend heavily on social and political resources they can mobilize against public authorities and on their ability to adapt them to each territorial configuration. |
