| Summary, etc. | Consolidant l’action partenariale locale entreprise depuis les années 1980, les Groupes de partenariat opérationnel (GPO), lancés en 2019 dans le cadre de la « police de sécurité du quotidien », reposent sur une stratégie de responsabilisation et une logique du « faire avec » : la police nationale s’engage dans des actions conjointes avec d’autres acteurs locaux (municipalités, bailleurs, associations, etc.). Dans cet article, nous analysons ces nouveaux dispositifs sous deux angles. Tout d’abord, les enjeux de responsabilisation sont examinés : dans quelle mesure les services de police orientent-ils l’action des partenaires en présence ? Par ailleurs, on peut se demander dans quelle mesure la mise en œuvre de ces dispositifs vient transformer les modes d’action de la police nationale, traditionnellement réactive et à distance des territoires. Sur la base d’une enquête combinant entretiens et observations dans quatre villes des Yvelines, nous mettons en évidence les logiques d’acclimatation locale au cœur des GPO, ainsi que les négociations constantes qui en sont au fondement et qui entraînent une inflexion des stratégies de responsabilisation de la police nationale. En définitive, si l’on n’observe que des transformations limitées des modes d’action policiers, ces GPO s’inscrivent dans une quête de relégitimation symbolique de l’institution dans les territoires. |

| Summary, etc. | In France, the Operational Partnership Groups ( Groupes de partenariat opérationnel, GPOs), launched in 2019 as part of the “day-to-day” security policing reform, consolidate the local partnerships that have been in place since the 1980s. They are based on a strategy of responsibilization and a “working together” approach, with the national police taking joint action with other local players (municipalities, social landlords, associations, etc.). In this article, we analyse these new initiatives from two angles. Firstly, the question of responsibilization is raised: to what extent do the police services guide the actions of the partners involved? Secondly, we might ask to what extent the implementation of these measures is transforming the way in which the police nationale, which has traditionally been reactive and at a distance from the territories, operate. Based on a research combining interviews and direct observations in four towns in the Yvelines (Paris area), we highlight the local acclimatisation logics at the heart of the GPOs, as well as the constant negotiations that underpin them, that lead to an inflexion of the police nationale’s strategies of responsibilization. Ultimately, while there have been only limited changes in the way the police operate, these GPOs are part of a quest to symbolically re-legitimise the institution in the local area. |
