Summary, etc. | Dans un monde globalisé, les situations de crises émaillent nos vies. Depuis le début du XXIe siècle, elles apparaissent à une vitesse frénétique et avec des intensités jamais inégalées. Face à ce contexte de désordres toujours renouvelés, l’État français a pour obligation d’assurer la sécurité de sa population. Aussi, à chaque niveau concerné de son dispositif de gestion de crise, il active, de plus en plus souvent, ses centres publics de gestion de crises. Là, des acteurs de tous bords viennent construire, proposer et mettre en œuvre des réponses, dans une logique supposée de processus décisionnel. Mais, qu’en est-il vraiment ? Ces centres à vocation décisionnelle sont-ils favorablement structurés et dimensionnés pour traiter, en tout temps, les situations de crise ? Pour répondre au mieux, se transforment-ils en direct lors de la gestion d’une crise ou opèrent-ils des transformations post-gestion ? Cette étude propose d’investiguer ces questions pour comprendre les modes d’organisation, de fonctionnement et, surtout, d’évolution de ces centres. Nous aborderons les transformations et les innovations possibles au cours du temps de ces entités publiques, avec l’ambition de renforcer, au plus vite et dans le temps, le modèle français de gestion de crise. |

Summary, etc. | In a globalized world, crisis situations punctuate our lives. Since the beginning of the 21st century, they have appeared at a frenetic speed and with never-before-seen intensities. Faced with this context of ever-recurring disorder, the French state has an obligation to ensure the security of its population. Also, at each relevant level of its crisis management system, it activates, more and more often, its public crisis management centers. There, actors from all sides come to build, propose and implement responses, in a supposed logic of decision-making process. But, what’s it really? Are these decision-making centers favorably structured and sized to deal with crisis situations at all times? To respond as well as possible, do they transform themselves directly during the management of a crisis or do they operate post-management transformations? This study proposes to investigate these questions in order to understand these centers’ modes of organization, functioning and, above all, evolution. We will approach their transformations and possible innovations over time of these public entities, with the ambition of strengthening, as quickly and over time, the French model of crisis management. |
