| Summary, etc. | RésuméLe protagonisme assumé par le Portugal, depuis le milieu des années quatre-vingt-dix, dans le débat à propos du régime international des océans, est un fait inespéré. La tradition de politique externe passive, régie principalement par la prudence et par l’alignement sur de positions convenues avec les pays membres de la Communauté Européenne connut un brusque sursaut à partir de 1995, avec un important ensemble d’initiatives en matière de diplomatie océanique, dont le pôle fut l’activité de la Commission Mondiale Indépendante pour les Océans (CMIO). Dans ce texte, outre l’analyse de la CMIO comme nouveau modèle institutionnel de transition entre le monde de Westphalie et le monde post-westphalien, on étudie le rôle joué par le Portugal en tant que support diplomatique des axes principaux d’innovation parus dans le travail de cette commission. Dans ce contexte, on analyse le concept de nouvel internationalisme, auquel les États s’associent à des acteurs comme les ONG ou les mouvements sociaux pour dynamiser des changements structurels de l’agenda international. |

| Summary, etc. | The leading role taken on by Portugal since the middle of the 1980’s in the debate surrounding the creation of an international regime for the ocean is quite remarkable. Portugal’s tradition of largely passive foreign policy, marked chiefly by prudence and by a close alignment with the policies agreed to by the member states of the EU was broken in 1995 by an important set of initiatives in the area of oceanic diplomacy. The focus of these was the Independent World Commissionfor Oceans (IWCO). This article analyzes the role of IWCO as a new institutional model, one that marks a tradition between the traditional and the "post-Westphalian" worlds, and examines the role played by Portugal in the work of this commission. In this context, it analyzes the concept of the new internationalism through which states work with actors such as NGO’s and social movements in order to encourage structural change in the international agenda. |
