Summary, etc. | RésuméCet article retrace l’évolution des relations du Portugal avec ses anciennes colonies africaines au cours des trente années qui nous séparent de leur indépendance. Il commence par l’identification de la place de l’Afrique dans l’imaginaire politique portugais et montre que les relations avec les anciennes colonies sont encore fortement influencées par cet héritage. Les trois dernières décennies ont vu se réaliser de profondes transformations dans la politique étrangère portugaise en raison de la fin de l’empire et l’entrée dans la Communauté Européenne. Toutefois, on constate que l’Afrique réapparaît systématiquement comme un important point de référence dans la politique étrangère portugaise, malgré l’inexistence de ce que l’on pourrait appeler une politique africaine. L’article s’intéresse ensuite aux relations particulières du Portugal avec chacune de ses anciennes colonies, montrant une tendance à l’approfondissement et au renforcement de ces liens. L’aide au développement est mentionné comme exemple des difficultés portugaises concernant les instruments de développement politique. Par ailleurs ? l’émergence d’une communauté de pays lusophones, avec ses forces et ses faiblesses, est présentée comme preuve de l’avènement d’une ère dans laquelle les cicatrices de la période coloniale sont bien moins importantes que dans le passé. |

Summary, etc. | This article traces the evolution of Portugal’s relations with its former African colonies over the thirty years since independence. It begins by identifying the special place held by Africa in the Portuguese political imagination, and shows that the relationships with the former colonies are still heavily influenced by this heritage. The past three decades have been witness to deep transformations in Portuguese foreign policy as a result of the end of the empire and the entry into the European Communities. Nevertheless, one finds that Africa reappears systematically as an important point of reference in Portuguese foreign policy, despite the inexistence of anything that might be called an Africa policy. The article then looks at Portugal’s different relations with each of the former colonies, all of which show a tendency for deeper and stronger links over the years. Development aid is mentioned as an example of Portuguese difficulties in developing policy instruments, and the emergence of the Community of Portuguese-Speaking Countries is shown, with its strengths and fragilities to be evidence of the emergence of an era in which the scars of the colonial period are much less important than in the past. |
