| Summary, etc. | Cet article analyse la portée et les limites des politiques de protection du foncier agricole face à l’urbanisation mise en œuvre en Provence et en Toscane, en tenant compte des évolutions législatives et institutionnelles. Il compare les normes réglementaires et la manière dont elles ont été appliquées dans sept communes périurbaines depuis 1960 à travers le dépouillement des archives municipales et des entretiens. Les résultats permettent de nuancer l’effet de la décentralisation des compétences d’urbanisme. Ils montrent le primat de l’urbanisme municipal, par-delà les différences de cadre institutionnel entre la France et l’Italie, avant même les décentralisations, puis l’effet différencié du contrôle par les échelons intermédiaires (département, région). La diversité des trajectoires communales souligne les limites de la planification et le poids des négociations avec les acteurs locaux dans la régulation de l’urbanisation du foncier agricole périurbain. |

| Summary, etc. | This paper deals with local farmland protection policies implemented in Provence and Tuscany, taking into account legislative and institutional changes. It compares the regulatory frameworks and their implementation in seven suburban municipalities since 1960 through archives consultation and in-depth interviews. The results help to discuss the impact of the decentralization of planning powers. They show the primacy of municipal planning, beyond the differences of institutional framework between France and Italy, even before decentralization and despite the control by intermediate levels of government (département, region). The diversity of municipal trajectories highlights the limitations of planning and the weight of local negotiations with stakeholders in the regulation of farmland conversion on the urban fringe. |
