| Summary, etc. | Le Participomètre est une nouvelle mesure de la crédibilité des promesses électorales en matière de démocratie participative locale. Il a permis d’évaluer 75 programmes dans 14 grandes villes françaises et cet article en livre les principaux enseignements. Tout d’abord, cet enjeu démocratique est aujourd’hui clairement situé sur l’échelle gauche-droite, la gauche étant beaucoup plus active pour le promouvoir. Dans certaines villes, à l’instar de Rennes, cet enjeu est bien développé dans la campagne électorale, alors que dans d’autres, comme Strasbourg, il en est à ses balbutiements. Nous avons constaté que les listes soutenues par le Parti Socialiste représentent le mieux l’attention portée à l’enjeu démocratique dans une ville. Cependant, ce sont les listes associées à Europe Ecologie les Verts et à la France Insoumise qui lui ont donné une place prépondérante. Enfin, parler de participation semble bien permettre aux partis de gauche de gagner des voix, alors que les partis de droite ne bénéficient électoralement pas d’un programme axé sur ces questions. |

| Summary, etc. | The "Participometer" measures the credibility of electoral promises regarding local democracy. In this article, we evaluate 75 programs in 14 major French cities, and present the main lessons learned. First of all, the level of issue ownership is today clearly situated on the left-right scale, with the left being much more active in promoting democratic reforms. In some cities, such as Rennes, this issue is well developed in the election campaign, while in others, such as Strasbourg, it is in its infancy. We also found that the lists supported by the Socialist Party best represent the attention paid to the democratic issue in a city. However, the lists associated with Europe Ecologie les Verts and France Insoumise have also given it a prominent place. Finally, talking about this issue seems to allow the parties of the left to gain votes, while the parties of the right do not benefit from a program focused on these issues. |
