| Summary, etc. | Manuela Carmena à Madrid, Ada Colau à Barcelone et Joan Ribó à Valence sont tous confrontés à un même enjeu majeur pour leur ville : la reconversion des mégaprojets urbains hérités des exécutifs sortants. Fondés sur une perspective de croissance économique continue, souvent surdimensionnés et sous-financés, typiques de l’ère de la spéculation immobilière antérieure à la crise économique de 2008, ces projets demeurent inachevés et doivent donc être repensés. Les nouveaux exécutifs locaux de gauche doivent désormais procéder à des arbitrages générant l’abandon ou la refonte de ces projets urbains. Ils doivent aussi revoir leurs ambitions et effectuer des compromis avec des coalitions d’acteurs distincts, des gouvernements régionaux à l’État, en passant par les promoteurs immobiliers, les banques et les associations de voisins. Cet article apporte une contribution empirique sur les modalités, les réussites et les limites des changements entrepris. Il étudie également les décisions adoptées à l’égard de trois grands projets urbains : Chamartín-Castellana à Madrid, la gare multimodale de Sagrera à Barcelone et le quartier du Cabanyal à Valence. |

| Summary, etc. | Manuela Carmena in Madrid, Ada Colau in Barcelona and Joan Ribó in Valencia all face a major issue for their city : the reconversion of the urban megaprojects inherited from outgoing executives. Based on a perspective of continued economic growth, generally oversized and underfunded, typical of the real estate speculation previous to the 2008 economic crisis, these projects remain unfinished and need to be rethought. The new left local executives must now make choices concerning the abandonment or the recast of these urban projects. They also have to review their ambitions and reach compromises with distinct coalitions of actors, from regional governments to the state, including real estate agents, banks and neighborhood associations. This article provides an empirical contribution on the modalities, the successes and the limits of the changes undertaken. It also studies the decisions adopted regarding three major urban projects : Chamartín-Castellana in Madrid, Sagrera’s multimodal station in Barcelona and the Cabanyal district in Valencia. |
