| Summary, etc. | Au cours de la période 2000-2004, dans le secteur des médias, une activité d’une intensité sans précédent a vu le jour dans les six pays du Conseil de coopération du Golfe. De nouvelles lois ont été promulguées ou ébauchées, des associations de journalistes ont été autorisées en Arabie saoudite et à Oman, et des groupes militant pour les droits de l’homme ont été créés à Bahreïn, en Arabie saoudite et au Koweït. Partant du postulat que la liberté d’expression et le pluralisme dans les médias étaient des préalables pour l’élargissement de la participation politique, l’article examine ces développements récents, légaux et institutionnels et évalue leur contribution à la réforme politique des pays en question. Fondée sur une acception non linéaire et non fonctionnaliste de la théorie de la différenciation, l’analyse envisage les organisations médiatiques en fonction de leur degré d’autonomie face aux institutions étatiques. |

| Summary, etc. | ?The period from 2000 to 2004 saw an unusually high level of activity related to the media in virtually all six countries of the Gulf Cooperation Council (GCC). New press laws were issued or drafted. Privately-owned television stations were launched in Dubai and Kuwait. Journalists associations were approved in Saudi Arabia and Oman and human rights groups of various kinds were licensed in Bahrain, Saudi Arabia and Kuwait. Based on the argument that freedom of expression and pluralistic media are prerequisites for widening political participation, this paper examines these recent legal-institutional developments to gauge how far they contributed to political reform. It conducts the review from the viewpoint of a non-linear, non-functionalist version of differentiation theory, which perceives organisations in terms of their relative separation from existing institutions of the state.? |
