| Summary, etc. | Sur la scène internationale. la diversité culturelle désigne un objectif qui consiste à limiter l’uniformisation censée résulter du fonctionnement du marché et du libre échange. Au cours des 20 dernières années, deux moyens principaux ont été mis en place pour atteindre cet objectif : la politique d’exception culturelle en 1994 dans le cadre de l ’omc et la convention signée en 2005 par les membres de l ’unesco. Malgré leurs différences. la convention comme l’accord de l ’omc ont un point commun : ils considèrent les politiques publiques nationales comme le principal moyen d’assurer la diversité. Ces politiques présentent cependant bon nombre de limites. tant du point de vue de leur efficacité économique qu’en raison des ambiguïtés de l’objectif même. Les soutiens nationaux prennent progressivement l’allure d’une ligne Maginot face aux grandes évolutions économiques qui influencent véritablement la diversité culturelle. De plus, au delà du discours incantatoire général visant à promouvoir la diversité. les décideurs publics doivent effectuer des arbitrages compte tenu du caractère multidimensionnel de la diversité de l’objectif même. |

| Summary, etc. | On the international scene. the cultural diversity indicates an objective which consists in limiting the supposed standardization to result from the functioning of the market and from the free exchange. During the last 20 years. two average main things were set up to reach this objective: in 1994, the policies of cultural exception within the framework of the omc and the agreement signed in 2005 by the members of unesco. In spite of their differences. the agreement as the agreement of the omc have a common point: they consider the national public policies as the main means to assure the diversity. These policies present however a lot of limits, both from the point of view of their economic efficiency and because of the ambiguities of the objective. The national supports take gradually the speed of a « ligne Maginot » in front of big economic evolutions which really influence the cultural diversity Furthermore, beyond the general incantatory speech to promote the diversity, he public decision-makers have to make arbitrations considering the multidimensional character of the diversity of the objective. |
