| Summary, etc. | L’article retrace les différentes étapes de construction de la Confédération européenne des syndicats (CES) en lien, notamment, avec les étapes de la construction européenne. La captation libérale du processus de l’Union européenne (UE) prive l’organisation européenne des syndicats d’un moyen de construire une légitimité inscrite dans les institutions. Sans doute convient-il d’aborder l’espace syndical européen sous un autre jour, prenant en compte les acquis organisationnels que représente la Confédération européenne mais aussi la nécessité d’un engagement plus conséquent de ses affiliés. Dès lors, la CES peut être considérée non pas comme un simple appendice des institutions européennes mais comme un des outils possibles situé au cœur d’un réseau permettant l’établissement d’une puissance d’agir syndical sur l’espace de l’UE. |

| Summary, etc. | The article looks back at the various stages of building the European Trade Union Confederation (ETUC), particularly in line with the stages of building the European Union. The liberal takeover of the European Union process has deprived the European trade union movement of a means of claiming the legitimacy enshrined in its institutions. It is doubtless appropriate to study the European trade union arena in a new light, taking account of ETUC’s organisational achievements and the need for greater commitment from its affiliates. ETUC can then be seen not as a simple offshoot of European institutions, but rather as one of a set of possible tools in the heart of a network offering the possibility of creating a space for trade union action across the EU. |
