Summary, etc. | En 2015, le gouvernement conservateur crée un national living wage (salaire national « permettant de vivre ») avec l’objectif d’atteindre 60 % du salaire médian en 2020. En 2019, un autre gouvernement conservateur porte ce ratio aux deux tiers du salaire médian d’ici 2024. Comment expliquer ces choix alors que le parti conservateur avait combattu en 1998 la création par le gouvernement du New Labour d’un salaire minimum d’un niveau bien inférieur ?L’objectif de long terme est de briser le cercle vicieux « bas salaires – basses qualifications – faible productivité » dans lequel le Royaume-Uni s’est enfermé. L’objectif immédiat est de réaliser des économies sur les prestations sociales en transférant aux entreprises la responsabilité de rendre le travail payant.Si le recul est trop limité pour mesurer l’impact à moyen terme, un premier résultat émerge : la forte augmentation du salaire minimum n’a pas provoqué de choc négatif sur l’emploi, mais elle a eu peu d’impact sur le taux de pauvreté. |

Summary, etc. | In 2015, the Conservative government established a national living wage with the aim of bringing it up to 60% of the median wage in 2020. In 2019, a new Conservative government increased this ratio to two thirds of the median wage by 2024. How can these decisions be explained given that the Conservative party opposed the New Labour government’s creation of a minimum wage at a much lower level in 1998?The long-term objective is to break the “low pay, low skill, low productivity” vicious circle in which the UK has become trapped. The immediate objective is to make savings on social welfare spending by transferring the responsibility to make work pay back to businesses.While it may be too soon to measure the medium-term effects, an early indication has emerged: the steep increase in minimum wage has not resulted in a negative impact on jobs, but it has had little effect on rates of poverty. |
