| Summary, etc. | Cet article porte sur l’évolution des droits des salariés à l’assurance chômage de 1979 à 2021 étudiée au moyen d’un simulateur déterminant les droits générés, pour toute trajectoire d’emploi, par les différentes réglementations successives. Il montre que les droits des salariés à l’emploi discontinu ont beaucoup varié alors que ceux des salariés à l’emploi stable ont connu une remarquable constance et que l’idée d’une amélioration linéaire des droits des salariés à l’emploi discontinu s’avère constituer un mythe. En revanche, en 40 ans, la logique de l’indemnisation a été profondément bouleversée en passant d’une logique d’assurance à une logique de compte épargne. Il convient ainsi de distinguer deux catégories de salariés à l’emploi discontinu souvent confondues : les « précaires » (en intermittence permanente) et les « chômeurs activés » (au passé d’emploi stable) dont les droits ont évolué différemment. |

| Summary, etc. | This article deals with developments in eligibility for unemployment benefit between 1979 and 2021, studied using an eligibility calculator for all career paths, through successive regulatory developments. It demonstrates that eligibility has varied considerably for those in discontinuous work whereas the eligibility of those in stable employment has remained remarkably consistent, and that the idea of a linear improvement in eligibility for those in discontinuous work turns out to be a myth. In contrast, over the course of 40 years, the rationale of benefits has been profoundly shaken up, moving from an insurance-style model to a savings- account-style model. It is also useful to distinguish two categories of employees in discontinuous employment which are frequently conflated: the “precarious” (in intermittent employment) and the “working unemployed” (those with a history of stable employment), the eligibility of each of which have evolved in different ways. |
