| Summary, etc. | RésuméEn 1902, l’historien belge Eugène Hubert publie une grande étude consacrée aux garnisons de la Barrière tenue par les Provinces-Unies dans les villes du sud des Pays-Bas autrichiens, de 1715 à 1782. L’article propose de revenir sur cette étude marquée par le nationalisme et l’état de l’historiographie du début du siècle. La plupart des incidents évoqués par Hubert ne sont pas imputables à un antagonisme entre Belges et Hollandais, mais relèvent des difficultés ordinaires liées à la cohabitation entre civils et militaires dans une place de guerre. Les contestations de police entre échevins et états-majors, les violences — d’ailleurs réciproques — entre bourgeois et soldats, les questions de fraude ou de concurrence, ne sont pas plus fréquentes ici que dans les villes du Nord du royaume de France où les garnisons et les habitants obéissaient au même souverain. Enfin, d’authentiques relations de cordialité ont également existé entre les troupes en garnison et les citadins des villes de la Barrière, tandis que leurs autorités respectives collaboraient volontiers pour maintenir « l’harmonie » dans la ville. |

| Summary, etc. | The relations between the northern and the southern Lower Countries over the problem on the Barrier in the xviiith century, a proposed historiographical revisionIn 1902, the Belgian historian Eugène Hubert publishes a large-scale study dedicated to the Barrier garrisons held by the United Provinces in the southern cities of Austrian Lower Countries from 1715 to 1782. This paper aims at revisiting this study characterized by a nationalist bias and the state of historiography at the beginning of the century. Most incidents alluded to by Hubert are not to be blamed on some antagonism opposing the Belgians and the Dutch, but are to be connected with the ordinary difficulties that characterize the cohabitation between civilians and military personnel in a war stronghold. The complaints to the police by local elected officials or chiefs of staff, the violence — as a matter of fact coming from both sides — between citizens and soldiers, matters of fraud or competition, are in no way more common here than in the towns of the northern part of the French Kingdom where the army and the inhabitants obeyed the same sovereign. Moreover, genuine relations of cordiality have also been documented between the soldiers and the inhabitants of the Barrier cities, while their respective authorities readily worked together to maintain « harmony » in the city. |
